Unlicensed Island Hopping Boat Operators
Jesselton Point Ferry Terminal, Signal Hill waterfront
Touts at the KK waterfront sell island hopping packages below market rate but use unlicensed boats without adequate life jackets or Coast Guard registration. In an emergency these operators have no maritime radio contact with the Malaysian Maritime Enforcement Agency.
How to avoid it: Only book through licensed counters inside the Jesselton Point Ferry Terminal building. Look for the MMEA sticker and the operator KKLAL licence certificate on display. Always confirm life jackets are available for every passenger before the boat leaves the jetty.
Airport Taxi Tout Overcharge at KKIA

Unofficial touts approach arrivals claiming the official taxi counter is closed or has a long queue, offering fixed-price transfers at 2-3x the official rate. Fares of MYR 80-120 are quoted for a trip officially priced at MYR 30-40 to the city centre.
How to avoid it: Use the official LPKP-licensed taxi counter inside KKIA arrivals (look for the printed tariff chart) or book Grab from the designated pick-up zone outside. Official city centre fare from KKIA is MYR 30-40 flat. Ignore anyone who approaches you before the official counter.
